The idea of a fixed link between
Prince Edward Island and the
mainland retains a peculiar fascination
for Islanders. The elaborate tunnel
proposals of the 1980s seem like a fresh
departure from the abortive causeway
of the 1960s. But the tunnel concept is
not new. Exactly a century ago, talk of
a tunnel was as widespread, as serious,
and perhaps more confident than the
