On 2 July 1874 a Grand Jury led byJedediah S. Carvell, a Charlottetownmerchant and aspiring politician,entered the Lunatic Asylum atBrighton to investigate the conditionsthat existed there. What it found anddescribed in a report issued the followingday ignited a controversy thatearned the government of L. C. Owenwidespread denunciation at home andthe official reproach of Imperialauthorities in London.
